This function initializes the keyboard driver platform dependent driver (PDD).

Parameters
- uiPddId
[in] Index of the PDD.
- pfnKeybdEvent
[in] Pointer to a PFN_KEYBD_EVENT function.
- ppKeybdPdd
[in] Pointer to a KEYBD_PDD structure.
