An ITypeDescriptorContext that provides a format context.

culture
Type: System.Globalization..::.CultureInfo

The CultureInfo to use.

value
Type: System..::.Object

The Object to convert.

An Object that represents the converted value.

The conversion could not be performed.

The context parameter can be used to extract additional information about the environment this converter is being invoked from. This can be nullNothingnullptra null reference (Nothing in Visual Basic), so you always need to check its value. In addition, properties on the context object can return nullNothingnullptra null reference (Nothing in Visual Basic).
