Gets the AutomationPeer for the element that is targeted to the UIElement for this UIElementAutomationPeer. This method is called by GetLabeledBy().

The AutomationPeer for the element that is targeted to the UIElement for this UIElementAutomationPeer.
The element targeting the UIElement can be a Label, but it does not have to be. If it is a Label, setting the Target property will automatically set the LabeledBy property as well.
