Components Re-factoring

Some components were modified for Windows XP Embedded Service Pack 2 Feature Pack 2007 to remove some of the stale, obsolete dependencies. Also, some components are no longer dependent on their binary files. This enables other features to reduce their footprint. This change affects many components, which are listed in Target Designer Help.
