Pocket PC WCELOAD.exe installs .cab files through the following process:

  1. WCELOAD.exe receives a .cab file through one of the delivery mechanisms. Microsoft ActiveSync® can send multiple .cab files in one batch, and each .cab file is processed in turn.
  2. Signed and unsigned .cab files are treated the same. WCELOAD.exe does not attempt to verify included certificates. WCELOAD.exe opens the .cab file for allowed installations and extracts its contents, including the .dat installation instruction file.
