ProjProposalJour.insert Method
Inserts a new invoice proposal into the table.

Remarks
This method checks if the invoice project for the invoice proposal to be inserted exists before assigning a ProposalId value. The ProposalId value is determined from the appropriate number sequence used for invoice proposals in the project module.
